D’EP Institut has facilitated the sessions promoted by the Advisory Council for Sustainable Development (CADS) to identify the 10 challenges for Sustainable Development (2022 edition - published in 2023) which have involved the participation of the Catalonia Alliance 2030. The task carried out by D’EP Institut has been the preparation of contents and materials for the sessions, their facilitation, and the analysis and presentation of conclusions. DE’P Institut has developed the "Practical Guide for the Evaluation of Local Health Plans" (PLS) at the request of the Barcelona Provincial Council, in order to have a document that facilitates evaluation and, therefore, assesses the achievement of the set objectives. The guide provides guidelines for planning and carrying out the monitoring and evaluation of the PLS, and also makes recommendations on the dissemination of the results obtained. It is structured into 6 chapters, and in the last one, a list of 10 basic principles to consider in the monitoring and/or evaluation of a PLS is offered. Once again, D’EP Institut is supporting the OpenCohesion School Catalonia project that began in the 2019-2020 school year. Currently, the project is being promoted from the Open Data Area of the General Directorate of Digital Administration (DGAD). Students in 3rd and 4th of ESO participating in the project carry out research, putting into practice the principles of citizen auditing, using open data and qualitative information to evaluate interventions funded by the European Union cohesion policies in their territory, providing results and actively engaging. During the 2023-2024 academic year, D'EP Institut is supporting the DGAD in the implementation of the project by elaborating the didactic guides, dynamizing the webinars for the participating teachers, and supporting the design of the final event. Finally, it has been in charge of the evaluation of this edition of the project. D’EP Institut has developed the Diagnosis of the situation of the elderly and the Local Aging Plan of Sant Quirze del Vallès. To develop the Diagnosis, a search and documentary analysis of the available information has been carried out, 3 in-depth interviews with key agents of the municipality have been conducted, and a working session with the Elderly Board has been held, meeting the set objectives of having analysis on the demographic situation in the municipality, mobility and accessibility, and situations of unwanted loneliness, preparing an inventory and a map of facilities and services for the elderly, identifying intervention experiences and community networks that promote active aging in the territory, and preparing a SWOT analysis of the current situation. Once all this information has been obtained, the development of the Local Aging Plan has been carried out, conducting two working sessions with the driving group, 5 in-depth interviews with key agents, 4 focus groups/participatory sessions with elderly people from different areas/neighborhoods, preparing a Plan that includes the proposal and detailed description of around 100 actions framed in 4 strategic axes, some of which are already included in other city Plans. D’EP Institut has conducted a diagnosis focusing on the elderly for the City Council of Sant Quirze del Vallès during 2022-23, aiming to identify the new needs in the municipality arising from demographic changes and population aging. The diagnosis has covered various objectives such as sociodemographic analysis, mobility and accessibility analysis in the municipality, and the development of a map of resources and services. With all the collected information, a SWOT analysis has been prepared. For the diagnosis, secondary data sources (IDESCAT, INE...), review of local plans, working sessions with the Elderly Board, and 3 in-depth interviews have been used. The leading job search portal in Spain publishes monthly data, such as types of contract and working hours, the ranking of the most demanded jobs, or the distribution of candidates and registrations by job categories and autonomous communities, capturing the activity related to supply and demand and thus becoming a benchmark of the pulse of the Spanish labor market. In 2022, Sant Just Desvern joined the World Network of Age-Friendly Cities and Communities, led by the World Health Organization. In this context, D’EP Institut has collaborated in the diagnosis and elaboration of the Action Plan for the project "Sant Just Desvern, Elderly-Friendly City" for the years 2023-2027. To conduct the study, seven focus groups were held with different stakeholders (elderly people, caregivers, social entities, and service providers), a working group with citizens, several technical and political working sessions, as well as an online survey directed to citizens and entities in the municipality. Both the diagnosis and the Action Plan take into account 8 axes: Accessibility and use of public and private spaces, Mobility and transportation, Housing, Support and mutual aid relationships, Respect, inequalities and inclusion, Social and civic participation, Communication and information, and Social and health services. The resulting Action Plan includes 51 proposals, 20 of which are in the implementation phase and 31 are new. DE’P Institut has assessed the APP Program of the Employment Service of Catalonia (SOC), considering the analysis of design, implementation, as well as results and impact analysis. The aim is to provide useful information and possible recommendations to assess its continuity in the future. D’EP Institut has designed the evaluation of the Metropolitan Area of Barcelona's Internationalization Plan 2021-2025 during the year 2022. With the aim of measuring the results obtained, being accountable, and drawing lessons to improve the quality of future public policies, the Plan foresees carrying out a monitoring methodology to monitor and evaluate the implementation of the strategic lines and action lines. In this regard, D’EP Institut has conducted a working session to delve into each of the five strategic lines of the Plan: impact on the European and international political agenda; attraction of European and international funds; innovation and knowledge management in metropolitan areas; international economic projection; and international cooperation. With the information gathered through these working sessions and document analysis, an evaluation matrix and an annual activity report model have been developed, which includes planning for the following evaluation phases (intermediate evaluation, final evaluation, and annual evaluation reports).
