Diagnosis of residential exclusion in Masnou

During 2019-2020, D’EP Institut has collaborated with the Barcelona Provincial Council and the Masnou City Council in preparing a diagnosis of residential exclusion in the municipality.

To achieve this aim, in addition to elaborating a first diagnosis from secondary data, a series of reference practices have been identified that could help the municipality to resolve the identified situations of residential exclusion.

The conceptual framework of the study has been based on the continuum of housing defined by the Housing Partnership of the European Commission. On the other hand, the quantification of situations of residential exclusion in the municipality of Masnou has been carried out based on the ETHOS classification, a European typology that distinguishes 4 conceptual classifications (roofless, houseless, insecure housing and inadequate housing) and 13 operational categories.
