DEP performs the 2nd wave of strategic indicators for the Institute of Strategic Management, Economic Promotion and Information Society

46.9% of the population of Sant Cugat quite agree that their city is designed for everyone. The mean level of agreement is, in this case of 6.7 points out of 10, slightly higher than in November 2008. This is confirmed by the 2nd wave of strategic indicators by DEP Institut and promoted by the Institute of Strategic Management, Economic Promotion and Information Society, in order to improve municipal management.

The calculation of these strategic indicators allowed to study the degree of achievement of the objectives of the Pla d’Alineació i Competitividad Estratègica (2008-2011). As in the previous edition, the study was based on 800 interviews with men and women registered in Sant Cugat del Valles, 17 year olds or more.

Thanks to these Strategic Indicators among other elements, Sant Cugat heads for the second consecutive year the ranking of the most transparent State councils.

The families

The average satisfaction for residing in Sant Cugat is 7.7 out of 10. In addition, 73.2% of the public identifies Sant Cugat as a city somewhat or entirely appropriate for the whole family.

Old people

Regarding perceptions of the population over 65 years, 65.6% said they fairly or completely agree with the idea that their city is suitable for their needs. With respect to 2008, the whole population supporting this statement has increased by more than 8 percentage points.


The average score of the level of security in the city is 6.9 out of 10. Although the average has remained in relation to the last time it was tested, we can see a positive trend since November 2007.


The average score of the feeling of belonging to the municipality is 6.3 points out of 10.

In relation to November 2008, there has been an increase in the percentage of the population that identifies Sant Cugat as a quite or totally welcoming city rising from 78.0% to 83.8%.

The streets of the city

Of those analyzed, the best valued aspect of the municipality has been street furniture with 6.7 points out of 10, followed by the cleanliness and hygiene of the streets, with 6.6, the sewer with 6.4 points and street lighting 6.3. The worst aspect valued with 5.8 points out of 10 was the paving of the streets of the town.


Consistory management in public housing receives an average rating of 6.3 out of 10. The average valuation of City council management in this regard shows an increase since November 2008.

The origin of the study

Sant Cugat City Council and DEP have been working together since 2002 with the Municipal Sociological Observatory. Now, in addition, for two years they also work together in the Plan de Alineación y Competitividad Estratégica (PACTE).
